“One tactic in particular that was employed in urban areas often was to use Thermal Camera in one vehicle to spot a suspect on foot while driving past, and to keep driving. The NOPTIC® car would then radio to a second patrol car who would then maneuver directly to the location that the suspects was hiding, then hit the spotlight when he was right on top of him.
